According to NYPD stats "stop-and-frisk" policy resulted in 601,055 stops, of which 85% were black or Latino. This results in 544,000 stops (bigger than Wyomings totaol population of 511,000).  Of those stopped only 14% were arrested or issues a summons, which means the other 86% result in nothing more than police harassment.
